A timing belt kit contains the belt together with the tensioner, the idler pulleys and, on many engines, the water pump. These parts are replaced together because they all wear at a similar rate and because the labour to reach them has already been paid for once the cover is off.

Why not just fit the belt and keep the old pulleys?

A worn idler bearing runs rough and puts a vibration into the new belt, and a tensioner that has lost its spring tension lets the belt run slack enough to jump a tooth. If either fails later, the whole job has to be done again, including a second new belt, because a removed belt should not be reused. Fitting the kit avoids paying the labour twice.

Should the water pump always be replaced too?

If the water pump is driven by the timing belt, then yes on any vehicle that has covered a substantial distance. The pump sits behind the belt, so replacing it later means removing the belt again. If the water pump is driven by the V-ribbed belt instead, it is outside the cover and can be left alone until it actually needs attention.

Is the coolant changed at the same time?

Whenever the water pump is replaced the cooling system has to be drained, so the coolant is renewed as part of the job rather than being poured back in. Use the coolant specification the manufacturer states for that engine. Reusing old coolant that has been drained into an open container introduces dirt into a freshly opened system.
