What does a soft or sinking pedal indicate?

Air or moisture in the hydraulic system, a fluid leak, or a failing master cylinder. Unlike worn pads, this is a hydraulic fault and it can worsen without warning between one stop and the next. Check the fluid reservoir; if the level has dropped, do not drive the vehicle.

Treat it as a fault until it is diagnosed. The same lamp can mean an engaged parking brake, a low fluid level, or an ABS fault, and only one of those is harmless. Check the parking brake is fully released first; if the light stays on, have it read before your next long journey.
