A hub or axle seal has a different job from an engine seal. It is not keeping oil away from the road — it is keeping oil away from the brake. On a rear axle the seal sits between the differential oil and the brake drum, and once it fails the oil runs straight onto the linings, which then glaze and stop gripping on that wheel only.

Why is brake contamination on one wheel dangerous?

Because braking force is then uneven across the axle. Under hard braking the vehicle pulls towards the side that is still working, and on a loaded truck on a wet road that pull can be enough to lose the back end. It is also invisible from the driver's seat until the moment it matters.

Can oily brake linings be cleaned instead of replaced?

No. Brake friction material is porous by design, and oil soaks into it rather than sitting on the surface. Cleaning removes what you can see and leaves what matters, and the lining glazes again as soon as it gets hot. Replace the linings on both sides of the axle, not just the contaminated one.

How often should hub seals be checked on a working truck?

At every brake inspection, and whenever a wheel is removed for any reason. It costs nothing to look at the inside face of the drum and the back of the backing plate while the wheel is off, and a seal caught weeping is a seal job, while a seal left leaking is a seal plus linings plus a drum clean.
