The lower part of the drawing above explains what each valve does. Neither valve is visible from outside the filter, which is one reason a cheap filter and a good filter can look identical on the shelf. Almost every spin-on oil filter contains two hidden valves. The bypass valve opens and lets oil past the media when the filter is blocked or the oil is too cold and thick to flow through it — deliberately, because no oil at all destroys bearings within seconds. The anti-drainback valve is a rubber flap that stays shut when the engine is off, keeping oil inside the filter so the pump does not have to refill the gallery at the next start; a bad one causes a rattle at start-up.
Is it bad that the bypass valve lets unfiltered oil through?

It is deliberate and it protects the engine. Why does a bad anti-drainback valve cause a rattle at start-up?

If the valve leaks, oil drains out of the filter and the galleries while the engine is parked. The valves exist in a cartridge system but they are built into the filter housing on the engine rather than into the replaceable element. That is why a cartridge element is only paper and a seal, and why the housing itself occasionally needs attention. What pressure does the bypass valve open at?

Typically between 0.8 and 1.5 bar of pressure difference across the filter, depending on what the engine maker specified. When is the bypass valve actually open in normal use?

On a cold start with thick oil, for the first ten to sixty seconds until the oil warms and thins. That is one reason cold starts cause a disproportionate share of engine wear — the oil reaching the bearings in that window has not been filtered. How do I tell whether a filter has an anti-drainback valve?

Look inside the open end. An anti-drainback valve is a flexible rubber or silicone diaphragm covering the ring of inlet holes; without one you see the bare holes and the media behind them. What happens if the anti-drainback valve fails?

Oil drains out of the filter and the galleries overnight, so the next start runs several seconds with little oil pressure. That is when most engine bearing wear happens. Can I tell from outside whether a filter has both valves?

Not reliably. Look into the open end: a rubber flap covering the outer holes is the anti-drainback valve and is visible on most spin-ons. The bypass valve sits at the closed end and cannot be seen at all.
