A V-belt makes three kinds of noise and each one points somewhere different. A loud squeal that rises with engine speed is the belt slipping. A steady whine that continues after the belt is removed is a bearing. A slapping or flapping sound is a belt that is far too slack or has a damaged section.

The belt squeals on start-up but goes quiet afterwards. Why?

On start-up the alternator is charging hard and the load on the belt is at its highest, so a belt that is marginal on tension or grip slips at that moment and then copes once the load drops. That is an early warning, not a harmless quirk. Check the tension, the belt condition and the pulley grooves before it becomes constant.

Should I use belt dressing spray to stop the squeal?

No. Belt dressing makes the rubber tacky and quietens the noise for a short time, but it then collects dust and grit that grind the belt sides and the pulley grooves. It also hides the real fault, which is slipping from low tension, a worn belt or a worn groove. Fix the cause and the noise goes away permanently.

The belt squeals only when it rains. Is that normal?

It is common but it is still a warning. Water on the belt sides reduces grip for a short time, so a belt that is already close to slipping will squeal in the wet and go quiet once dry. A belt with correct tension, sound sides and clean grooves does not squeal in the rain, so treat rain squeal as a reason to inspect.
