Power steering does not steer the car — it reduces the effort you need to. A pump driven off the engine puts fluid under pressure, and a valve inside the steering gear sends that pressure to whichever side of a piston helps you turn. When it fails you do not lose steering; you lose assistance, and the car becomes very heavy very suddenly.

A belt-driven pump, a reservoir with a fine filter in it, high and low pressure hoses, and the steering gear itself with its control valve and piston. The steering whines when I turn. What is that?

Air or low fluid, nine times out of ten, and both are usually a leak rather than consumption. The pump is sucking foam instead of fluid and the noise is the cavitation. Check the reservoir level first, then look for the leak — at the pump shaft seal, the hose unions, the gear input shaft seal, and at the rack boots which will be wet inside if the gear seals have gone.

Should I top up with any hydraulic fluid?

No. Use what the reservoir cap or the handbook specifies — some systems take a dedicated power steering fluid, some take ATF, and they are not interchangeable. The wrong fluid attacks the seals, and a system that has had the wrong fluid in it often needs the seals as well as a flush. If the cap marking is unreadable, ask before you pour.

Is a heavy steering always the pump?

No, and checking in order saves money. Tyre pressure first — under-inflated front tyres make steering heavy at low speed and nothing else will fix it. Then the belt, which must not slip under load. Then fluid level and condition. Then the pump pressure, measured with a gauge. The gear assembly is the last and most expensive suspect, not the first.

Is a remanufactured gear as good as new?

A properly remanufactured unit is a reasonable buy, and for many European applications it is the only realistic one. Ask what was replaced: all seals and O-rings, the input shaft bearing, and pressure testing after assembly are the minimum. A unit sold as tested with no seal work is a gamble. What has to be done after fitting a steering gear?

Bleed the system properly — with the front wheels off the ground, turn lock to lock several times with the engine off and the reservoir topped, then start and repeat gently. Air left in the system damages the new pump. Then set the wheel alignment, because the gear has been disturbed, and check the steering wheel sits straight when the wheels do.
